NEW DETAILS OF CHARGES AGAINST FORMER NEW CANEY SUPERINTENDENT

On September 21, 2020, the Texas Rangers were alerted by the New Caney ISD Police of possible theft and tampering going on with Superintendent Kenn Franklin. Rangers learned that Franklin had been living in the Legends RV Park in New Caney even though his wife and home were in Tyler, Texas. Franklin was thought to have been submitting travel vouchers for work travel. It came to light when employees for the district did not see Franklin in attendance at a Region 12 Leadership Conference in Waco on September 21, 2020. Franklin turned in a voucher stating he left at 7 am and returned at 3 pm on the same day using his personal vehicle. He claimed $223.10for reimbursement of 388 miles at $.575 per mile. However, photos of his vehicle and district Chevrolet Suburban were in New Caney during those hours. Rangers request license plate reader data for several dates in question where vouchers for Waco, San Antonio and Austin were submitted. What was discovered was Franklins Dodge Ram traveling to Tyler, Texas where his home and wife were. This was not the first time, vouchers to San Antonio at the same time Rangers were observing him at his New Caney Rv. Rangers then obtained phone records with a search warrant. Once received the data of call locations were mapped. Of the 24 vouchers for trips, only two actually happened.
