CONROE, Texas – KPRC 2 has obtained the blood search warrant for a Conroe municipal court judge who was charged with DWI last week. According to Montgomery Police, Judge William Waggoner, 34, was pulled over around 2:20 a.m. on Dec. 10 in the 20600 block of Eva Street. An officer said Waggoner’s vehicle was going 61 miles per hour in a 35 mph zone and drifting onto the center line.
