TOMBALL, Texas — Residents of Arbury Manor, a Tomball neighborhood, say constant loud noise from a nearby diesel engine testing facility has disrupted their once peaceful community, with some measurements reaching 95 decibels. The noise comes from Mustang Cat, a company that tests and repairs industrial diesel engines, and neighbors say it sounds like a jet engine running at all hours.
